Are there any legit PayPal money transfers on the darkweb?

I have often heard of people getting scammed by those PayPal money transfers, but I also often see positive reviews. I cant really tell if those reviews are fake or paid so if anybody has ever found a legit vendor please tell me.

they don't provide paypal transfer service anymore, only paypal prepaid card, which take 4-6 days for shipment, i was regular customer of pablo since last month, not sure why they discontinued the paypal transfer service.
